It would have looked better as a silhouette, just an outline of people’s figures, otherwise it looks like what it is – an overexposed picture taken against the sunlight. I guess it was take somewhere in the US,

The image is UNDERexposed about 2-3 stops, FYI.
As for the rest of your opininon, if I cared about it I would submitt the picture to discussion, not rating.
