Yes. It does look like it. I took the picture with no flash.
The horses were moving so it came out fuzzy. I then slightly sharpened it. And Voila !

This is a beautiful work, very creative computer effects, although it began in the camera ...for me it`s excellent.

As I mentioned to other comment, besides a very slight sharpening of the picture, there are no effects. I took the picture at night, no flash. The horses were walking so the original picture came out fuzzy. The sharpening created this texture.
