Nice idea but this shot is way overexposed, shutter speed was too long and as a result you have this white stain instead of nice flow of this creek or whatever it is. I like to take pictures of moving water too and I use ND filter for all my shots, this helps longer shutter speed or exposure during daylight without getting image overexposed.

Also, if you don`t have a filter you could use camera in M mode and then set aperture to 22, ISO to 100 or 64, and then only change the shutter speed. If your camera has a light meter then it`s easy to find correct exposure/speed if not then take 10 shots with diffrent shutter speeds until you got the right one.
