I love this picture, but I don't understand what the terrain is: Is it just partly flooded gravel?

This was taken off the North Sea coast where the Dutch and German borders meet. During the low tide, the water redraws by more than a kilometre, leaving this clay-mudy surface. Definitely a journey worth!
