Very beautiful low lighting!
But seams to me, pic has a little problem: the horizontal line is right in the middle, and we have two nice parts - sky and water. Photo has to "play" like whole thing. So, my suggestion will be: step close to the water and try to shoot from the lower angle.

Katrin`s suggestion is good. Rule-of-third compisition may make it look better. Nice colors. Good effort.
