The picture was made in the Northern region of Sakhalin island, Chayvo bay area... This bird is called white winged sea eagle, in Russian - Orlan... Very beautiful creature especially when flying...

Скорее всего да, у них как раз сейчас сезон, а может и прошел он уже у них)) Но летают они над площадкой регулярно, может действительно место для уютного гнездышка выбирают)))
