Thanks for consideration.
Regarding the questions about the "How" I have to say that it consists of lots of layers in PS CS and is done in an non-reproducible manner, I'm afraid. So this is supposed to be kind of unique.

Let unique also will be unique. Though similar effect it is possible it is achieved also by simple colouring of model by a silvery paint.
