In that kind of images where you want ot undeline the movement it is quite OK to liave the main object out of focus. I the same time the background and all other objects in the image should remain be in focus and with maximum sharpness. This kind of contradiction beween sharp and stable and unfocused and moving gives the better impression of movement itself. In this picture, unfortunately, everything is out of focus.
