Это какой-то новый российский феномен.
Есть такое империалистическое общее место:

These tiny enterprises don’t always stay small. Large organizations also started as startups. Therefore, these domestic entities have the potential to grow into big corporations. Taken together, they present a stable basis of economics.

Все проще, когда государственный и "частный" империализм являют собой одно целое и завоевывает рынок всеми возможными средствами, а именно с помощью законодательства и по понятиям.
